There used to be a downloadable program for this. I still have it on
an older WINCP machine, but it won't install on WIN7.
Now there are a couple dozen online sites, but I'd sure like to have
it locally.
Any ideas?

For Windows freewares, search in Source Forge.

For any-platform freewares (which also includes Windows), search in GitHub.
But most GitHub projects don't provide any binary (sic). Binaries when
provided, are in the "Releases" page whose link is at the right sidebar on
each project's main page. GitHub don't have any big green download buttons
for binaries. While there is one, it's _NOT_ for the binary.

no one else is willing to put the algorithm in a program.

Its installer was made using Inno Setup. Its content can be extracted using
either Universal Extractor, or innounp (included in Universal Extractor).
7-Zip can't extract it, since 7-Zip Inno Setup archive support has not been
updated for a long time.

Rototexter requires MSVBVM60.DLL from Microsoft Visual Basic 6 Runtime,
which isn't included in the installer. It can be downloaded from the archive
of Microsoft site.
